In 2012, CAAA advocated for the creation of the $120 Million Annual Return To Work Fund to provide injured workers who are unable to return to their pre-injury job with additional financial assistance.
The Department of Industrial Relations took nearly two years to develop a simple one-page application. They then took more time to make it available and did little to let injured workers know about it.
In the last four years, less than a total of $120 million has been distributed to qualified injured workers.

CAAA’s volunteer legislation drafters developed a solution to guarantee that all $120 million be distributed every year. The Teamsters took CAAA’s solution to Assembly Insurance Committee Chairman Tom Daly who is authoring the bill.
DIR continues to claim that there is no need for legislation because they are making “progress.”
In March, faced with the facts, DIR’s own Commission of Health and Safety and Workers Compensation (CHSWC) has finally made it clear…CAAA has been right all along and it’s time to do something meaningful about the problem.
